IMPORTANT UPDATE: This order has been put on hold. The Chief Minister has said all 32 areas will not be entirely locked down after objections were raised as thousands of families could suffer economically. Specific streets will be identified and contained so as not to inconvenience entire neighbourhoods. The district admin would pass an order. Follow Pondylive for updates.
With Covid-19 cases increasing in Puducherry, the Puducherry government has come up with the plan of ‘localised lockdown ‘ to contain the virus. A total of 32 areas have been identified in Pondicherry and they will be under a one-week lockdown.

When is the local area lockdown :
From August 31 – September 6 ( 7 days )
What is allowed and not allowed in these areas :
- All shops, establishments, industrial units, private offices will be closed in these areas
- Vegetable and grocery shops can be open from 6 am – 12 noon only
- Government offices , hospitals, clinics, pharmacies, milk booths in these areas are exempt from lockdown restrictions
What restrictions will be in place :
- Barricading will be done in the perimeter of these areas by August 31
- Roads connecting to these ‘local lockdown zones’ will be guarded by police
- People from outside areas will not be allowed into these ‘lockdown zones’ except for these purposes – government offices, hospitals, clinics pharmacies, milk booths in the area
- People inside these lockdown zones will not be allowed to go outside these zones except for maintaining essential services, medical emergencies and government business continuity
- No transport will be allowed into these zones except for essential permitted activities. In case of arterial/ prominent roads passing through this area, vehicle movement will be allowed on those roads.
Why the local lockdown?
Total lockdown for entire cities have not been effective in containing the coronavirus. They may also affect wages of daily labourers and have adverse effects on the local economy.
The “localised lockdown” will contain the disease within a defined geographic area by early detection of cases, breaking the chain of transmission and preventing its spread to new areas .” : District Collector T Arun, Press statement
The Primary Health Centre (PHC) for that area will set up fever clinics and conduct surveillance
How are the local lockdown areas decided:
The local lockdown areas in Pondicherry have been decided based on these factors:
- Total Positive Cases in an area
- Doubling rate : this is the rate at which Covid-19 cases in an area double (10- 20-40 etc)
- Positivity rate : Number of cases in an area / Number of samples tested in the area * 100 (Pondicherry’s daily positivity rate has recently fluctuated between 30- 43 percent )
- Fatality rate: Number of people dying due to Covid in an area
- Population density: Population per square km- areas with denser population have higher spread due to lack of social distancing etc
What are the Pondicherry local lockdown zones ?
These 32 areas in Pondicherry will be under lockdown for one week. The actual perimeter of the lockdown( starting and end points ) will be decided by the district administration and the Superintendent of Police.

There are many streets where people are drinking openly in the roads in Heritage Town area of Pondy. And obviously they are not wearing masks. This happens during daytime also.
Complaints on this have been raised manytimes.
If the police and the government is unable to prevent them from congregating and drinking in a public spaces by the pavements, how will the local lockdowns have any effect?
If the government were to pay some attention to stopping this, it will go a long way to reduce the spread of Covid-19.
